数字背景下科技档案信息化建设与管理

摘   要：科技档案信息化建设作为当前科技档案管理工作的主要任务之一，通过信息系统实现对科技档案的虚拟化和资源数字化建设，为科技档案的管理及开发利用提供了便利条件。但在当前数字化背景下，科技档案的信息化管理还存在不可忽视的问题，科技档案工作的效率和服务质量还有待提高，本文对科研单位科技档案信息化建设的作用与优势进行了综述，分析了我国科技档案信息化管理和建设中存在的问题，并就推动数字背景下科技档案信息化建设提出了可行性建议。

Abstract： As one of the main tasks of the current management of scientific and technological archives， the informatization construction of scientific and technological archives realizes the virtualization of scientific and technological archives and the digitalization of resources through the information system， which provides convenient conditions for the management， development and utilization of scientific and technological archives. However， in the current digital background， there are still some problems in the information management of scientific and technological archives， and the efficiency and service quality of scientific and technological archives need to be improved. This paper summarizes the role and advantages of the information construction of scientific and technological archives in scientific research institutions， analyzes the problems existing in the information management and construction of scientific and technological archives in China， and advances the scientific and technological archives under the digital background The feasibility suggestions are put forward.

隨着当前科技体制的不断改革，科研院所的科研活动更加频繁，并且逐渐与市场广泛融合，在市场化行为的过程中出现了较多的问题，急需进行科技档案的信息化建设，并调整当前档案管理模式，提升服务的水平。许多科研院将工作的重点放到档案的信息化和网络化建设中，通过网络和信息化技术将科技研究成果进行完整的保存，为后期的科研人员的工作提供丰富的资料和有价值的参考信息。但在数字背景下，许多科研单位档案信息化基础工作薄弱，电子档案系统建设保密性等问题仍然存在，因此，科学定位科技档案信息管理的目标，选择合适的科技档案管理的软件，加强电子档案管理制度的建设，拓展信息服务领域成为当前科技档案信息化管理的必然选择。

1  科技档案信息化建设的作用与优势

随着计算机网络技术的不断发展，电子图书、电子文件以及电子图像等逐步替代传统的图书和文件，并且通过计算机网络能够搜索到大量的资料和信息，信息的共享超越了时间和空间的限制。在当前数字化的背景下，科技档案的信息化建设显得十分的重要，也成为未来科技档案管理的主要发展趋势和必经之路[1]。

1.1 信息技术为科技档案的建设提供了便利的条件

信息技术的飞速发展，使得现代电子产品在生活和工作中的应用越来越广泛，这也为科技档案的信息化建设提供了必要的前提和条件，同时也为档案的建设提供了极大的便利。信息技术的发展使得数据库建立更加简单方便，光盘的存储功能更加强大，将科技档案储藏起来变得更加简单和便捷，从而为资源的共享提供了必要的条件。

1.2 档案管理软件的发展为科技档案的信息化建设提供必要的保障

档案的信息化建设有赖于档案管理软件的开发速度和水平，随着计算机网络技术的不断进步，在软件的开发市场中已经形成了相互竞争的发展趋势，并且为档案的信息化管理和建设提供了便利的条件。在市场中各类型档案管理软件已经在市场中占据着大量的份额，并且逐步开发出一系列完善的档案管理软件和系统，这也为科技档案的信息化建设提供便利的前提条件，也成为科技档案管理工作提升服务水平和质量的重要发展途径。
