Abstract The paper introduces the legal and regulatory systems of the quality management in government procurement, analyzes the quality problems that might arise in centralized procurement in the education department, and explores from the perspective of practice the possible measures to control and prevent the quality problems in centralized procurement in the education department.

教育部门集中采购的产品经常不尽如人意,好的产品、想要的产品不一定能采购到,相反,不想要的、质次的产品却往往能中标。本文试图通过对教育部门集中采购的质量问题进行梳理和分析,以期为教育部门集中采购质量问题的解决提供一些参考。

1 教育部门集中采购的质量问题

1.1 产品质量问题教育部门集中采购,验货是个难点。采购机构和用户不是同一单位,如省级工程,采购机构一般是省教育厅,而用户是广大中小学,这些学校又分布全省各地,之间往往造成脱节,一般学校都不清楚到货产品具体情况,更不清楚规格型号及产品的技术规范要求等。所以,这些学校只能清点一下数量,至于规格型号、技术标准、性能要求等都没有办法去作出正确判断,必须要由采购机构去验货。面广量大,采购机构又没这么多技术人员,难以各个环节都到位。由于缺乏相应的检测设备和条件,一般也就看看外观,最多打开机器试试性能。至于内部结构、元器件等就很难检验。有的时候,就算发现一些问题,与样品不符,真正要拿数据却不是那么容易,所以退货或索赔困难重重。……
