县级图书馆在村镇图书馆建设中的作用研究

摘 要：尽管村镇图书馆作为我国基层图书馆事业的重要组成部分近年来发展迅速，但其总体发展还仍处于低端水平。文章从村镇图书馆的建设现状入手，从政策、资源等多个层面对其发展障碍进行分析，并在此基础上提出应通过发挥县级馆的职能和优势来帮助村镇图书馆实现持续发展。

The Effcetion of County Libraries on Construction of Village and Township Libraries

Abstract： Libraries of villages and small towns in our country which is essential component of the local library cause are well developed recently.However， it continues to stay in a lower level.This article is based on the current situation of libraries of villages and small towns，and analysis on the development obstacles from various aspects， and finally come forward the viewpoint that through the functions and advantages of the county library to help the libraries of villages and small towns achieve sustainable development on this basis.

近年来我国村镇图书馆事业得到了很大的发展。“农家书屋”项目在全国范围内的全面开展使村镇图书馆的覆盖率明显增加；文化共享工程的实施也使覆盖村镇的数字信息资源网络基本形成；有关乡镇图书馆管理标准的国家研究也正在展开。这些成就无一不在向众人证明着村镇图书馆事业发展的春天已经来临，但相关研究显示，村镇图书馆的数量、服务标准、经费保障等建设也并不乐观，上级图书馆如县级图书馆对其的业务指导作用也不明显。其实县级图书馆是我国公共图书馆服务体系中最主要、并起到承上启下枢纽作用的图书馆机构，且较之村镇图书馆，其在资源建设、人才建设、制度管理等方面优势明显，如果发挥县级图书馆的优势，在村镇图书馆发挥技能培训、服务理念更新等业务指导作用，村镇图书馆的专业化建设将会得到有效推进。本文以分析村镇图书馆的发展障碍和解决方式入手，重点分析县级图书馆的职能和优势来帮助村镇图书馆实现持续发展的对策途径。……
