关于人防工程的几点思考

摘要：人防即人人防空，人人防空的任务是根据国防的需要，动员和组织群众采取防护措施，防范和减轻空袭危害。人防工程是提高国家整体防卫能力，提高城市抗御自然灾害和防空抗御能力的生命线工程；同时人防工程又是城市建设的重要组成部分。随着城市化水平的提高，国内外形势的发展，人防工程在保留自身特色的前提下，正在向以经济建设为中心的方向发展，逐步融入到地下空间综合开发利用中去。

未来战争是核威慑条件下的信息化战争，空袭是未来战争实施进程的主要方式，因此空袭的实然性增大，防空袭预警时间较短，由于高科技侦察器材以及远程打击的广泛运用，加大了空袭的能力和范围。人人防空对于抵御敌人空中袭击，保护人民生命财产安全，保存战争潜力，具有重要做用。

人防工程是城市地下工程的重要组成部分，是一个城市抗灾救灾不可缺少的生命线工程。人防工程的规划设计及其使用功能等要纳入到城市地下空间的总体规划中，并应保留其自身的独特性。下面是本人关于人防工程的几点思考：

一、平战结合，合理利用

早在1971年，第二次全国人防会议提出人防工程建设要坚持平战结合方针，即一个工程具有两种功能，战时能防空，平时能使用。在不影响防空袭能力的前提下，和平时期用于社会。可直接成为城市建设、经济建设的一部分，产生良好的社会效益和经济效益。……
