卓越绩效模式在航天企业发展的可行性分析与实践研究

【 摘 要 】 航天企业产品的研制是一项高技术性、高复杂性、高系统性的工程，因此需要使用系统观点来进行质量管理，实现企业的全面质量提升。卓越绩效模式（PEM）发展自全面质量管理（TQM）的基本思想，适用于航天企业质量管理。本文介绍了卓越绩效模式的本质与特点，随后通过分析航天企业的需求特点，分析出了引入卓越绩效模式的必要性与可行性。最后，通过对某航天企业引入卓越绩效模式的实践研究，分析卓越绩效模式在当前航天企业发展中的不足之处，并给出了相应的建议。

Performance Excellence Model （PEM） among Astronautic Corporations

【 Abstract 】 The research & development of astronautic products are of high-technology， high-complexity and high-systematization essence， requiring systematic prospects to achieve quality controls as a way to ultimately improve the enterprise in its entirety. Performance Excellence Model （PEM） suits for astronautic enterprises Quality Control （QC） needs， which was originally derived and developed from Total Quality Management （TQM）. This article will introduce the essences and characteristics of PEM by analyzing the needs of astronautic enterprises， then leads to the necessity and feasibility of PEM. In the end， the article will provide pertinent suggestions to astronautic enterprise through analyzing PEMs application among astronautic enterprises and its weaknesses.

1 引言

卓越绩效模式是指企业在经营管理活动中，以顾客为中心，以市场为导向，以实现企业与相关方（顾客、员工、投资者、供方和社会）价值的协调最优为基础，追求卓越绩效管理为目标的管理模式。它源于美国波多里奇国家质量奖的评奖标准，是一种评价综合绩效管理的有效方法和工具，后逐渐发展为一种管理模式。

质量是航天企业的生命，也是航天产业永恒的主题。对航天企业来说，其产品的设计研发和生产制造是一项涉及专业广、要求标准高、协作关系复杂的系统工程，因此需要从系统角度入手，实施全面的管理与调控。而卓越绩效模式发展自全面质量管理的基本思想和方法，强调进行系统质量管理的特点，具有非常复杂组织系统的航天企业特点。由此本文将逐步分析卓越绩效模式应用于航天企业的必要性、可行性，并针对在航天企业应用中存在的问题提出解决途径。……
