以提高农民收入水平为抓手建设和谐美丽新云南

摘要： 农民收入问题事关国民经济协调发展和社会和谐稳定。本文在分析云南农民收入水平低、城乡收入差距大、地区不平衡突出、贫困人口多，从而制约着云南科学发展、和谐发展与跨越发展基础上，提出建设和谐美丽新云南应以提高农民收入水平为抓手，发挥云南比较优势、统筹城乡协调发展、依靠科技进步和增强农民增收本领等举措促进农民增收和保持农民收入持续较快增长。

Abstract： The income of farmers is related to the coordination of national economic development and social harmony and stability. These issues， low income levels of farmers in Yunnan Province， the income gap between urban and rural areas， imbalance of regional economy， increasing of poor people， restrict the scientific development， harmonious development and leapfrog development of Yunnan. On this basis， this paper list some measures based on increasing the income of farmers in order to build a harmonious and beautiful Yunnan Province， such as taking the comparative advantages of Yunnan， coordinating the development of urban and rural areas， relying on scientific and technological progress， enhancing the ability of farmers' income and other initiatives to promote farmers' income and to maintain sustained and rapid growth of farmers' income.

0 引言

党的十八大强调“解决好农业农村农民问题是全党工作重中之重，城乡发展一体化是解决‘三农问题的根本途径”，要“着力促进农民增收，保持农民收入持续较快增

长”。云南农民由于历史、地理环境和人文等因素的影响，收入水平偏低、城乡差距大、地区不平衡突出、贫困人口多，从而制约着云南科学发展、和谐发展与跨越发展。因此，应该以提高农民收入水平为抓手建设和谐美丽的新云南。

1 马克思主义者历来重视农民收入和生活问题

马克思主义者历来重视农民收入和生活问题，认为它不仅是衡量农民生活水平和质量的重要标尺，而且还直接关系着国民经济的协调发展和社会和谐稳定，从而把改善农民生活和提高农民生活水平与生活质量作为无产阶级政党的一项十分重要的任务和目标。恩格斯曾经在1894年《法德农民问题》中明确指出：无产阶级国家应该“很慷慨地对待农民”，“为了农民的利益而必须牺牲一些社会资金”。……
