土地整治规划中的环境效益评价研究

摘要 烟台市在实际推进土地整治过程中通过从源头上预防或减缓土地整治规划实施以后对区域生态环境产生负面影响，保证整治过程中的生态环境效益。该研究通过将生态环境效益转换成现金价值的方式对土地整治规划实施后的生态环境效益进行了分析和评价，为今后土地整治规划提供借鉴和经验，以提高土地利用率，促进生态环境效益、社会效益和经济效益的统一。

Research on Environment Benefit Evaluation in Land Consolidation Planning—Taking Yantai as an Example

Abstract In the actual ，Yantai is advancing land consolidation to prevent or slow down negative impact after implementation of the land consolidation planning for the regional ecological environment from the source. Through converting ecological environment benefit into cash value， the ecological environment benefit were analyzed and evaluated after implementing land consolidation planning， provided reference and experience for the future land consolidation planning， raise the utilization rate of land， promoted the unification of environmental， social and economic benefits.

土地整治是實现土地利用总体规划的主要手段和措施，整治的过程中对土地环境产生巨大的影响，对土地生态环境效益进行评价是土地整治规划设计实施全部过程中不可缺少的环节，也是总结之前的经验教训及得失的重要方法。进行土地生态环境效益评价，统筹土地资源的开发、利用、整治和保护，有利于提高土地利用率，推进土地集约化利用，规范展开土地整治，使土地结构趋于优化，促使生态环境效益的提高和规划目标的实现；有利于促使环境效益、经济效益和社会效益统筹发展，促进经济、社会的可持续发展和土地资源的可持续利用；有利于充分贯彻落实科学发展观，贯彻执行“十分珍惜、合理利用土地和切实保护耕地”的基本国策^[1]，充分发挥土地整治规划中的环境效益在城乡建设和城乡统筹发展中的基础作用。
