高速公路绿色通道快速检测系统的研制

摘要：自2005年全国实行鲜活农产品车辆免征通行费政策以来，由于收费站检测手段落后，个别不法司机，利用政策伪装绿色通道车辆，偷逃过路费，并且逐渐发展成为一种全国的群体现象，给国家和高速公路运营单位带来巨大损失。2009年国家下发《关于进一步完善和落实鲜活农产品运输绿色通道政策的通知》明确提出要充分利用高科技手段，积极探索研究快速鉴别鲜活农产品运输车辆的方法。为此，我们通过调查、走訪、比较，最终研制出一套适合高速公路推广使用的快速检测系统，希望可以给其他高速公路运营管理单位提供一些参考。

Abstract：since 2005，since the country adopted a policy of fresh agricultural products vehicle tolls shall be exempted，due to the toll station detection means lag behind，individual illegal driver，taking the camouflage green channel of the policy vehicles，evasion tolls，and gradually developed into a national group phenomenon，to the country and caused heavy loss of expressway operating units.2009 countries issued "about further improve and implement the policy of transport of fresh farm products through the green channel notice explicitly proposed to make full use of high-tech means，actively explore the research method of rapid identification of fresh farm products transporting vehicles.To this end，we through the investigation，visit，comparison，finally developed a set of rapid detection system for highway use，hoping to provide some reference to other highway operation management unit.

根据国家关于“绿色通道”政策的有关规定，对不符合整车装载和不合法装载的运输车辆，在通过高速公路收费站时，不享受“绿色通道”运输政策。因此，鲜活农产品运输车辆在通过高速公路“绿色通道”时必须由收费站工作人员进行现场检验。由于检验手段落后等因素的存在，为了准确辨别车辆所装产品是否符合规定，对可疑车辆，需要开箱验货、报监控登记、绑扎车辆篷布等一系列程序，验货难度和劳动强度非常大，而且有时引起不必要的争端。个别不法司机利用政策伪装绿色通道车辆，偷逃过路费，并且逐渐发展成为一种全国的群体现象，给国家和高速公路运营单位带来巨大损失。……
