“大检修”体系下的变电运行维护一体化管理新模式

摘要：分析原有变电运行维护和变电检修管理在“大检修”体系下存在的弊端，探讨了变电运行维护一体化管理新模式实施过程中的安全管理、制度建设、技能培训、装备配置、分层推进、激励考评等基本要求，就运行维护一体化开展方式和实施过程中的难点进行剖析，提出了具体的改进措施。

Abstract :The disadvantages of the original substation operation and maintenance management in the “overhaul” system have been introduced. The safety management, system construction, technical training, equipment configuration, promote stratification, incentive evaluation in the process of implementation of the integration of operation have been discussed. The realization way and the difficulties in implementation process have been analyzed and the specific measures have been put forward.

随着国家电网公司“三集五大”建设的深入推进，电网建设同步进入了快速发展的新时期，电网规模逐年扩大，电网运检业务日益繁重，电网设备数量的增多与运检效率低下的矛盾日益突出。如何优化运检管理模式，发挥运检人员的最大效能，提升运检工作效率，成为生产管理系统面临的新课题。

1概述

传统的生产管理模式中，变电运行维护和变电检修属不同单位，分开管理，独立运作，责权明晰。变电运行维护专业主要负责变电站设备日常巡视、运行状态记录、倒闸操作、站内辅助设施维护等，而变电站内一、二次设备及相关机构箱、端子箱的检查、清扫、维护、试验、消缺、带电测试等工作由检修试验、继电保护、通信、自动化等专业负责。……
