福州亭江生态乡镇建设SWOT分析

[摘要]对福州市马尾区亭江镇发展生态乡镇进行SWOT分析。结果表明，亭江镇生态乡镇建设的有利条件是：优越的区位条件，悠久的历史文化，坚实的工作基础。其限制因素是：环境保护设施建设滞后，老城区功能混乱导致生态建设难度大，工业园区生态建设任重道远。其面临的机遇是：美丽中国和生态省建设的带动，新型城镇化建设和闽江口金三角经济圈发展的机遇期，“两马”旅游热和友好生态乡镇对接的重要节点。其面临的挑战是：短期内培养全民生态理念难，生态乡镇建设所需人才短缺，完成生态乡镇建设时间紧任务重。要更好地进行亭江镇生态乡镇建设，就要利用亭江镇各方面优势，消除不利因素，抓住机遇建设好国家级生态乡镇。

Abstract：According to the SWOT analysis on the development of Tingjiang Eco-township in Fuzhou, the strengths, weaknesses, opportunities and challenges are as follows. The strengths include a favorable geographic location, a long history, and the solid foundation. The weaknesses include the lag of environmental facilities, the function disorder of the old town. The opportunities include the development of Beautiful China and Ecological Province, new urbanization and Golden Triangle Economic Circle of Minjiang Estuary, and the tourism and Eco-township cooperation between Mawei and Mazu. The challenges include the relatively insufficient ecological conception of the public, the shortage of the personnels, and the tough task within limited time. In order to promote the development of Tingjiang Eco-township, the local government has to take advantage of the strengths, eliminate the adverse factors as well as grasp the opportunities.

乡镇是城市发展的重要组成部分，联系着城市和农村，是实现城市化的起始站。它既是农村的经济中心，也是吸收农村剩余劳动力的重要地方。但乡镇往往也是环境易恶化、生态系统易失衡的地区[1-5]。乡镇生态环境的破坏，导致乡镇生产生活环境的不断恶化，最终将反过来影响乡镇经济和社会向前发展。……
