关于农村低保问题的调查与思考

摘要对浙江省绍兴市不同区镇进行的调研中发现，农村低保存在标准制定困难、审核评议机制不健全、监督不到位等问题。农村低保出现这些问题的原因在于法律规章制度的不健全、低保对象自身的素质较低、信息动态管理机制不健全。在此基础上提出来农村低保事业发展的对策，即科学界定低保标准、健全信息共享系统、提升相关人员素质和完善责任追究制度等。

The Investigation and Thinking about the Problems of Rural Minimum Living Standard Security System

AbstractThe prominent problems at present could be found in investigation of different towns in Shaoxing， Zhejiang Province are the difficulties to determine minimal assurance standard， the imperfection of audit， evaluation and supervision mechanism. The causes include imperfection of laws and regulations， the low quality of minimum assurance object， the imperfect information dynamic management mechanism. On the basis of thos， several countermeasures were put forward， namely scientific definition of the minimum living standard， improvement of information sharing system， increase the transparency of information， promote the related personnel quality and improve accountability mechanisms.

1我国农村最低生活保障的研究现状

20世纪90年以来，我国政府一直致力于建立和完善农村最低生活保障制度，在低保问题和困难、完善对策和建议方面，不少学者进行了研究和探索，都业明[1]认为低保工作相关职能部门之间工作协调难度大，低保工作现状与低保工作要求之间有差距等问题。韩俊江等[2]指出我国农村最低生活保障制度面临的一系列问题如低保资金来源不足，对象界定困难，保障标准偏低，相关配套政策缺乏，部分基层民政单位不适应形式发展的要求等。进而给出了完善我国农村最低生活保障制度的对策。

同时，何植民[3]在政策实施总体绩效等方面进行探讨。他认为：“农村最低生活保障政策作为一项多目标农村公共政策体系，政策绩效涉及经济、社会与文化等多方面。此外，何植民[4]在《农村最低生活保障政策的公共性问题研究》中分析了中国……
