新兴产业培育政策传导机制的系统分析
——兼评中国战略性新兴产业培育政策

摘要：基于系统失灵观分析新兴产业系统结构性缺陷与运行效率低下的原因，提出新兴产业培育的政策传导路径模型。研究了新兴产业系统要素完善与系统运行优化的“政策内涵—政策功能—政策目标”传导机制，指出在系统要素完善目标上，政策设计的功能定位是产业主体孕育与产业资源供给；在系统运行优化目标上，政策设计的功能定位是基础设施配套、产业制度完善、交互关系优化及成长能力提升。针对中央、省级、市级三层面政策文件的分析，发现目前战略性新兴产业培育政策存在政策功能结构性失衡、政策内容执行性不足、政策主体协调性不够等问题，基于此提出新兴产业培育政策的优化建议。

Abstract：Analyzing the reasons of the structural fault and operation inefficiency of emerging industry systems based on system failure theory, this paper proposes the transmission path model of emerging industries nurturing policies. Then, the paper studies the transmission mechanism of “policy contents-policy functions-policy goals” from elements improving and operation optimizing of merging industry systems respectively, and points that the functions of the policies of improving system’s elements include breeding actors and supplying resources for merging industry, and that the functions of the policies of optimizing system’s operation include equipping the infrastructure、improving the industry institution、optimizing the interaction relationship and strengthening the developing capability. Finally, the paper analyses the strategic emerging industries nurturing policies in China at three levels of government, finds that there are some problems in present policies, such as the disequilibrium of policies’ functions, inefficiency of policies’ execution and incoordination of policies’ actors, and points out some proposals for improving the emerging industries nurturing policies.
