我国科技类协会促进经济发展的价值分析

摘要：科技类协会在转变经济发展方式、承接政府职能转移和实现经济发展创新方面都发挥着举足轻重的作用。为了更好地理解科技类协会对于经济发展的价值，首先需要对科技类协会的组织职能和经济发展创新的相关理论进行梳理，分析科技类协会是如何从制度创新、技术创新和知识创新这三个维度，推动经济的创新发展。通过对科技类协会发展现状的分析，明确当前协会发展存在竞争能力不足、制度不健全、社会服务能力不足、对会员需求把握不准确和自主独立性不足等问题，并提出针对性政策建议：利用信息技术，发挥协会平台优势；将“转资助为投资，转资助为赞助”相结合；将科普活动与青少年创新意识培养相结合。

Abstract：Science and technology associations play an important role in transforming economic developing mode, undertaking the transfer of government functions and realizing economic development. In this paper, functions of Chinese science and technology associations and the theory of economic development innovation are stated to present an understanding of mechanism of science and technology associations’ contributions to economic development, which is analyzed in three aspects: institutional innovation, technical innovation and knowledge innovation. It is also discussed that the associations are facing five problems: lack of competent abilities, institution, social service abilities, information of member need and independence. Policy recommendations are given in the end of the paper: better use of information technology, transformation from financial appropriation to investment and sponsor, and cultivation of teenagers’ innovation awareness through popularization of science.
