农业经济发展及其支持政策建设的探究

摘    要：农业经济政策涉及发展定位、经济效益与要素分布等重要选择，农业政策的形成与调整与农业经济的发展是同步的，其主导性、辅助性与支持性的内涵与区域经济发展的速度与质量具有一致性;江苏农业经济的发展在基础选择上需要具有侧重性，在内容上则需要突破性。

Agricultural Economy Development and Exploration of the Construction of the Support Policy：Jiangsu Agricultural Policy Development as an Example

Abstract： Involves the development of agricultural economic policy orientation， economic benefits and the elements distribution of important choice. Formation and adjustment of agricultural policy is synchronized with the development of agricultural economy， the connotation of its dominant and auxiliary and supporting speed and quality consistent with regional economic development; Jiangsu agricultural economic development on the basis to choose the need to focus on resistance， requires the breakthrough on the content.

在世界经济一体化背景下，各国与地区立足于本国产业结构与经济结构的特征，不断完善与打造自身的比较优势并确立自己的竞争优势，无论是对自身发展还是对国际市场的建设都具有积极作用。

从认识上看，农业经济的发展具有先天自然条件制约与后天发展战略科学选择相结合的产业特点。因此，立足于区域性自然特征，凝聚优势并有所为或有所不为，充分利用国际贸易规则，发挥经济博弈作用，则是区域经济发展战略制定与实施的依据。从实践中看，江苏作为沿海发达地区的经济大省，既有沿海经济发达地区农业特点的苏南，也有具有粮食生产区农业特点的苏北，更有具有自然条件而成具有特色产品生产基地的苏中地区。农业经济在总体水平较高的基础上，具有发展阶段的多层次性、产业结构有多样性的特点。

1 农业经济发展战略的3个选择的思考

在一定意义上，农业是一个政治问题。这是中国国情所决定的，也是农业的产业特征所决定的。因此，就农业发展战略定位、内涵等问题的考虑，涉及的就不仅仅是经济问题，更是政治问题与社会问题。……
