摘要公共图书馆制度研究为认识公共图书馆提供了新的理论范式。文章通过引入制度分析框架分析当前公共图书馆制度研究的内容和理论渊源，对公共图书馆制度研究秉持“国家与社会”的基本预设和“解放政治”的话语特征进行检视。从“制度与生活”的视角推动公共图书馆制度研究，并以民生取向的政治话语、知识信息公平保障的组织场域和公民身份理论来推动公共图书馆制度研究。

Abstract Institutional research provides a new theoretical paradigm to better understand public library. This paper analyzes the content and theoretical origin of public library institutional research by introducing an analytical framework. Then it reviews the current research that upholds the principle of“state and society”and the discourse characteristics of“political liberation”. Finally，it discusses the promotion of public library institutional research from the perspectives of“institutions and life”，livelihood-oriented political discourse，organizational field of protecting information fairness，and citizenship theory.

1问题提出与研究思路

社会学家布洛维(M.Burawoy)提出，复杂的科学理论常常被一些简单的概念性短语把握住，这些短语勾画了这种理论的基本核心[1]。将公共图书馆看作一种社会制度进而形成制度图书馆学的理论范式，印证了布洛维所称的理论创新方式，形成了进入21世纪以来图书馆界的一个重大理论成果，与技术图书馆学、人文图书馆学一并成为“图书馆学话语三大族系”[2]。2002年，范并思提出“公共图书馆的出现代表了一种社会信息保障制度的形成”，“公共图书馆代表的是一种社会用以调节知识或信息分配，以实现社会知识或信息保障的制度”的论断，开启了我国公共图书馆制度研究[3]。之后，围绕公……
