公共财政职能的完善与有效实施是政府职能的重要表现,也是保障政府职能实现的重要基础.经济新常态是我国社会转型、经济转轨的特殊关键时期,公共财政职能的进一步完善和公共财政机制的健全,要正确看待公共财政职能、更加强化公共财政职能的社会公益原则、加强公共财政行为的法治化、进一步发挥公共财政在国家宏观调控中的职能和作用.

[Abstract]The improvement of the public finance function and effective implementation is an important performance of the functions of the government,and guarantee the realization of the functions of the government important basis.Economy the new normal is a special key period of social transformation and economic transition in our country,further improving functions of public finance and public finance mechanism of sound,must correct view of public finance function,strengthen the function of public finance of social public welfare principle,strengthen public fiscal action under the rule of law,develop the function of the public finances in the national macroeconomic regulation and control and function.

目前,我国正处于深化改革开放的关键期和攻坚期,为有效地解决经济新常态下各类经济、社会问题和矛盾,进一步转变政府职能,必须充分发挥政府在市场经济建设和社会发展中的作用.政府职能的转变首先表现为公共财政职能的进一步完善和公共财政机制的健全,从而进一步发挥公共财政的职能,尤其是积极促进公共财政在资源重新配置、调节收入分配、社会保障、经济宏观调控及市场监督管理等方面发挥更为关键的作用.

一、正确看待公共财政职能

1.从发展历史来看,公共财政是随着国家的产生、发展而形成的,在本质上与国家有紧密联系,公共财政的职能需从政府职能作为基本依据并确定.从国外实行公共财政模式的国家来看,公共财政职能既有其相同的一面,又各自严格遵循着各国社会经……
