试论危险源辨识的方法与控制措施

摘 要：企业安全管理工作的核心是事故预防，而风险管理是实现管理关口前移、主动预防事故的重要手段，风险管理的实质是危险源辨识与控制。该文从介绍危险源的概念入手，引导企业管理人员加深对危险源的了解和认识，重点介绍了危险源辨识、评价的方法和控制措施，并首次提出重点危险源的概念以区别重大危险源，旨在帮助企业运用安全风险管理的原理和方法，通过危险源的辨识与控制，最终达到预防和控制各类事故的目的。

Abstract： The core of enterprise safety management is accident prevention， and risk management is an important means of active prevention of accidents， the essence of risk management is hazards identification and control. This article from the introduction of the concept of hazard to guide the enterprise managers to deepen the understanding of the hazards ， it focus on hazard identification， assessment methods and control measures， and for the first time it puts forward the conception of major hazard which used to distinguish major hazards， it aims to help enterprises to use the principle and method of safety risk management， through hazard identification and control， they finally achieve the goal of prevention and the control of all kinds of accidents.

从事故致因理论中的能量意外释放理论以及大量的事故发展演变规律中可以认识到：之所以发生了事故是因为出现了能量或危险物质的意外释放，预防事故的本质就是控制能量或危险物质的意外释放。实践中习惯于把这些能量或危险物质以及承载它们的载体称为危险源。因此危险源辨识是企业建立安全预防预控体系的基础，是安全风险管理理论在企业安全管理中的具体应用，是实现安全管理关口前移、防患于未然的重要手段，是企业安全管理的重要内容。

危险源存在于确定的系统之中，不同的系统范围，危险源也不同。危险源具有显著的行业特征、工艺技术特征和设施设备特征，因此不同的行业、工艺过程和设施设备，危险因素也不同，危险源辨识时需要根据企业实际，采取针对性的方法和措施。……
