兰州市城镇化与农业现代化协调发展机制分析

摘 要：围绕“以人为本”的思想，在分析兰州市城镇化和农业现代化协调发展机制的基础上，重点描述了兰州市城镇化和农业现代化协调发展进程中，关于“人”的城镇化和“人”的现代化。通过分析，兰州市城镇化发展已进入高级阶段，农业现代化处于起步阶段，发展水平较低。兰州市城镇化和农业现代化发展存在人地矛盾问题，农民“市民化”问题，城乡发展不协调问题，应采取积极对策实现城镇化与农业现代化协调发展。

Abstract： Around the idea of "people-oriented"， in the analysis of Lanzhou City， urbanization and agricultural modernization， the coordinated development mechanism， describes the focus of the modernization of Lanzhou City， urbanization and agricultural modernization， the coordinated development of and urbanization on "people". Through the analysis， the Lanzhou city urbanization development has entered the advanced stage， the agricultural modernization in the initial stage， the low level of development， Lanzhou City， urbanization and agricultural modernization are the problem of contradiction between people and land， farmers' citizenization problem， urban and rural development uncoordinated should take positive measures to realize the coordinated development of urbanization and agricultural modernization.

党的十八大报告指出：“坚持走中国特色新型工业化、信息化、城镇化、农业现代化道路，推动信息化和工业化深度融合、工业化和城镇化良性互动、城镇化和农业现代化相互协调，促进工业化、信息化、城镇化、农业现代化同步发展。”但在四化中，农业现代化严重滞后于其它三化，成为四化建设的短板。要实现农业现代化，离不开城镇化的互动支持，因此实现城镇化和农业现代化相互协调发展，是对“新四化”背景下工农关系及城乡关系的深刻解读，是解决“三农”问题的必由之路，是全面建成小康社会的重要举措。兰州市为“一带一路”的重要节点城市，集大城市、大农村、大山区及少数民族聚居区于一体，各区县经济社会发展程度不一，分异明显，实现城镇化与农业现代化相互协调发展是建设西部节点城市的根本途径，加快现代化建设进程的重中之重。……
