浅谈编制企业定额的重要性

【摘要】随着工程量清单计价的实施及与国际惯例的计价模式接轨，建筑企业之间的竞争非常激烈，企业要结合自身技术力量和科学的管理方法，以科学合理的企业定额和价格体系来应对愈来愈烈的竟争，使企业能够在建筑市场中立于不败之地。

1. 前言

（1）根据目前建设市场经济的发展要求，现行的地方定额或行业定额已不能满足市场要求；实行工程量清单报价的基本思路就是“控制量，放开价，由企业自主报价，最终由市场开放价格”。控制量即由国家统一工程量计算规划、项目分类、统一编码、统一术语。当前，建设部对招投标工程已大力推行工程量清单计价并已制订了《全国统一工程量清单计价方法》。这就要求每个施工企业要及时调整思路，紧跟市场，尽早制定适合本企业适应新形势的企业定额，不断提高企业竞争力。

（2）企业定额是施工企业根据本企业的施工技术和管理水平，以及有关工程造价资料制定的，并供本企业使用的人工、材料和机械台班消耗量标准。企业定额只在企业内部使用，是企业素质的一个标志。企业定额水平一般应高于国家现行定额，才能满足生产技术发展、企业管理和市场竞争的需要。

2.原则：

（1）先进性标准.编制的定额既能反映出管理、技术先进性，也应符合施工企业的造价管理要求。

（2）企业定额应具有通用性。

以《建设工程工程量清单计价规范》为参考，编制的企业定额能够适用于所有的工程量清单形式，起到举一反三的作用。……
