实施“五化”管理助推现代农业科研院所建设

摘 要：农业科研院所作为开展科技创新活动的重要载体，已为我国科技进步做出了重要贡献，推进科研院所现代化已成提升院所管理和科研绩效的必然途径。该文在分析现代农业科研院所内涵实质的基础上，从院所自身管理角度出发，提出了思路开放化、方式制度化、内容全面化、队伍专业化、手段信息化的“五化”建设管理思路。

Management Based on Five Principles can Accelerate the Construction of Modern Institute of Agricultural Scientific Research

Abstract：As important carrier innovation activities， agricultural research institutes have made grate contributions to the progress of Chinas technology and science. Promoting the modernization of scientific research institutes has become a necessary way to improve school management and the performance of scientific research.Based on the analysis of the essence of modern agricultural scientific research institutes， the way of construction management was put forward from the perspective of self-management， which was open thinking， institutionalized， comprehensive， specialization and informatization.

新中国成立至今，我国农业科研院所已有60余年的发展历程，期间经历了从无到有、从小到大、从单一到系统的过程，也取得了令世人瞩目的成绩。20世纪80年代以来，伴随国家科技体制和经济体制改革，我国科研院所实施了一系列改革举措，因此科研管理效率得以快速提高，科研机构的整体结构和绩效产出效率发生了巨大变化，但与社会主义市场经济和科技进步的现实要求相比，科研院所的管理体制和机制仍存在着诸多不适应。

为此，2006年2月颁布的《国家中长期科学和技术发展规划纲要》明确提出，当前和今后一个时期，科技体制改革的重点任务之一就是深化科研机构改革，加快建设“职责明确、评价科学、开放有序、管理规范”的现代科研院所制度。2012年，农业部副部长、中国农业科学院院长李家洋提出要经过10年左右的建设，将中国农业科学院建成现代农业科研院所，明确指出“管理高效是现代科研院所的内在要求”。……
