进一步强化高校基层党组织整体功能的研究

摘 要 基层党组织是党的事业的根基，是联系党和群众的桥梁、纽带，城市轨道交通学院始终致力于加强基层党组织建设，强化二级院系党总支的整体功能，凝练资源，整合各方力量，以“四个牢固”为基准，通过牢固基层党组织凝聚人心的深化功能、思想教育的统领功能、行为规范的指导功能、用心服务的示范功能。将“加强党的各级组织建设，强化基层党组织整体功能”作为党建重要工作来抓，充分发挥基层党组织的领导核心和战斗堡垒作用，为“十三五”规划的贯彻落实提供强有力的组织保证。

Abstract The grass-roots party organization is the foundation of the party's cause， is the bridge and ties between the party and the masses of the link， railway transportation， the city has always been committed to strengthening the construction of grass-roots party organizations， the overall function， strengthen the two Department Party branch by resources， integration of all forces， with "four strong" as a benchmark， the mind through the strong grass-roots party organizational cohesion function， guiding function， deepen the ideological education of the norms of behavior guidance function， service function of demonstration. To strengthen the construction of Party organizations at all levels， strengthening the overall function of the grass-roots party organization party building as an important task， give full play to the grass-roots party organizations as the core and the fighting force， provide a strong organizational guarantee for the implementation of the "13th Five-Year" plan.

1 强化高校基层党组织整体功能的重要意义

习近平总书记在贵州考察时强调：“党的工作最堅实的力量支撑在基层，必须把抓基层打基础作为长远之计和固本之策，丝毫不能放松。”《中共中央关于制定国民经济和社会发展第十三个五年规划的建议》也指出：“加强党的各级组织建设，强化基层党组织整体功能，发挥战斗堡垒作用和党员先锋模范作用，激励广大干部开拓进取、攻坚克难，更好带领群众全面建成小康社会。”

就目前而言，高校基层党组织建设中依然存在着各种不容忽视的问题和薄弱环节。例如：基层党组织整体性不足，凝聚力不够；学生党建工作重发展，轻教育管理，缺乏党后再教育措施；党员模范带头作用及党员先进性不够，整体影响尚不明显等。

因此，加强高校基层党组织建设，强化二级院系党总支的整体功能，具有进一步把握党建规律和适应高校现实需要的双重意义。……
