基于灰色聚类的新疆兵团物流发展水平评价研究

摘 要：在建设“一带一路”战略和兵团工作会议成功召开的宏观背景下，文章通过选择影响物流需求、物流供给、物流业相关产业等10个指标构建区域物流评价的指标体系，以2014年兵团14个师数据为样本，运用因子分析和灰色聚类分析的方法对相关数据进行了分析。先运用基于中心点混合三角白化权函数的灰色聚类分析法将兵团14个师物流发展水平分为4个灰类，对兵团各师物流水平进行初步评价与分类，得出第一师、第六师、第七师、第八师、第十二师属于强灰类师。最后提出了针对兵团14个师物流发展水平的政策建议，以其为相关部门的决策提供参考意见。

Abstract： All the way in the construction of“area”strategy and corps working conference held successful macro background， the article by selecting affect the logistics demand， logistics， supply， logistics related industries such as construction of regional logistics evaluation index system for the ten indexes， corps 14 master data in 2014 as sample， using the method of factor analysis and grey clustering analysis of associated data are analyzed. First mixed use based on the center of the triangle whitenization weight function of grey clustering analysis corps 14 division level of logistics development can be divided into four classes， to have a preliminary evaluation on the level of logistics corps and classification， it is concluded that the first division， sixth， seventh， eighth division， the 12th division belongs to the grey class division. Finally put forward the corps 14 level of logistics development policy recommendations， with their comments to provide the reference for the decision of related departments.

0 引 言

新疆是中國的能源基地、向西开放的重要门户和中国西北的战略屏障。中央对新疆经济社会发展的定位，以及对新疆经济发展的支持是新疆经济飞跃的一个契机。新疆与中亚各国相邻，国家向西开放战略的提出，新疆作为中国“向西开放的门户”以及新疆得天独厚的地理位置，使新疆成为一个具有东联西出功能的大通道和我国向西开放的桥头堡。兵团是新疆的组成部分，因此，它是我国实施西部大开发的战略保证。中央对兵团经济社会发展的定位，以及对兵团经济发展的支持是兵团经济飞跃的—个契机。从地理位置上看，兵团和中亚等国家相毗邻，有助于经济往来和产品的交换，使得兵团成为一个联系中亚各国的枢纽、东联西出功能的一个大通道，以及我国向西部发展的一座桥头堡。……
