低碳经济下兰州新区包装废弃物回收机制研究

摘 要：文章在介绍低碳经济和兰州新区概况的基础上，分析了兰州新区包装废弃物回收处理机制建立的必要性，并重点研究了包装废弃物回收处理机制。一是大力发展低碳包装，从政府、包装行业、包装企业及消费者4个层面分析了影响发展低碳包装的因素；二是从合理的包装废弃物分类、建立多层次回收机构以及采取回收激励机制等几方面着手建立了健全的包装废弃物回收机制。包装废弃物回收机制是个复杂的系统工程，需要政府、企业、消费者以及专业的回收中心和社会公众共同参与和努力。

Abstract： On the basis of introducing low-carbon economy and the district of Lanzhou profiles， the necessity of establishing packaging waste recycling mechanisms in district of Lanzhou was analyzed， and packaging waste recycling mechanisms were focused on researching. The first one is to develop low-carbon packaging， analyzing the factors which affect the development of low-carbon packaging from government， packaging industry， packaging companies and consumers. The second one is establishing a sound mechanism for packaging waste recycling from a reasonable classification of packaging waste， the establishment of a multi-level recovery mechanism and adopting recycling incentives. Packaging waste recovery mechanism is a complicated systematic project， which needs the government， enterprise， consumer and professional recycling centers and the general public to participate and make efforts together.

在全球气候变暖以及“哥本哈根气候大会”成为世人关注的大形势下，发展低碳经济成为了大势所趋。所谓低碳经济，是指在可持续发展理念指导下，通过技术创新、制度创新、产业转型、新能源开发等多种手段，尽可能地减少煤炭、石油等高碳能源消耗，减少温室气体排放，达到经济社会发展与生态环境保护双赢的一种经济发展形态[1]。

在我国，随着包装工业的快速发展，包装废弃物对环境造成的污染也越来越严重，尤其是不可降解塑料造成的“白色污染”更成为影响生态环境的一大公害。因此，研究包装废弃物回收机制，减少包装废弃物排放总量，节约能源消耗，降低温室气体排放强度，降低污染成为亟待解决的问题。兰州新区作为国家规划建设的综合交通枢纽以及甘肃与国内、国际交流的重要窗口和门户，在低碳经济背景下解决包装废弃物回收问题具有重要意义。……
