基于钻石模型的冀南物流集群发展研究

摘 要：运用迈克尔·波特的“钻石模型”，从投入要素状况、需求状况、支持性产业与相关产业状况、企业的战略、结构和竞争对手、机会以及政府的作用等六个方面，对冀南区域（包括河北省的邢台市和邯郸市）物流要素的集聚情况进行了系统分析。认为供需失衡是冀南物流产业集群发展的核心问题，提出以资源性、能源性货类为需求切入点，发展提供跨区域的专业物流服务的产业集群，并提出了配套发展措施。

Abstract： Using diamond model proposed by Michael Porter， from six aspects of input factors， demand condition， relevant and supportive industries， corporate strategy， structure and competitors， opportunities and government， the study carried out systematic analysis of the competitiveness of logistics industry in Jinan region and gathering of logistics elements. When imbalance between supply and demand is the core problem of logistics development in Jinan， this paper proposes taking the goods categories of resource and energy as the starting demand point， to develop industrial clusters which provide professional logistics services across regions， and proposes the supporting development measures.

0 引 言

冀南区域（包括邢台市和邯郸市）位于冀鲁晋豫四省交界地带，地处京津冀和中原两大战略区的重叠区，发展物流的地理区位优势明显，其交通条件良好，并有较好的产业基础，如何将这些比较优势条件转化为区域物流产业的竞争优势，就成为冀南地区深入发展物流产业、建设现代物流体系的重要课题。本文将在产业经济数据资料调研分析的基础上，运用波特提出的钻石模型系统分析冀南物流产业的市场、竞争、环境等要素条件以及各要素之间的关联关系，进而提出适应该区域特征的建设现代物流体系的产业发展措施。

1 冀南区域经济概况

冀南地区东部为平原，西部为山地，地理区位上犹如冀鲁晋豫交界处的楔子、或称“突出部”。地区生产总值4 910.1亿元（2015年快报数据，其中邢台1 764.7亿元、增速6.0%，邯郸3 145.4亿元、增速6.8%），工业增加值2 035.2亿元（2015年快报数据，其中邢台711.6亿元、增速4.1%，邯郸1 323.6亿元、增速4.5%）。……
