大型信息化项目创新管控机制研究

摘 要： 针对电力企业信息化项目管控要求，创新性地提出了层次化的全生命周期信息化项目管控机制。该机制将信息化项目建设按层次进行划分，并在每一层引入针对性的资金投入、建设进度、开发质量、人员协调以及风险规避等措施，同时采用基于后评估机制的全生命周期管控模式，保障电力企业信息化项目的顺利开展以及质量和进度的严格控制，为大型信息系统的建设提供参考。

Research on innovation control mechanism of large informatization project

Abstract： Aiming at the control requirement of the electric power enterprise informatization project， the hierarchical information project control mechanism with the full life cycle is proposed innovatively. The informatization project construction is divided with the mechanism according to the hierarchy， and the measures of capital investment， construction scheduling， development quality， staff coordination and risk avoidance are introduced into each hierarchy pointedly. The full life circle control mode based on post?evaluation mechanism is used to guarantee the successful development of the electric power enterprise informatization project and the strict control of the quality and scheduling， which provides a reference for the construction of the large information systems.

0 引 言

随着国民经济的快速发展以及工业化、信息化两化融合的不断深化，企业的信息化水平正在迅速提升。按照国家以信息化带动工业化，以工业化促进信息化的战略要求，以电子化、信息化、虚拟化为代表的先进信息计算技术正在深入影响着企业的发展[1?3]。

对电力企业而言，作为关系国计民生的国家支柱型产业，其信息化的步伐日益加剧，启动了大量的信息化项目以实现流程电子化、表单虚拟化、资产数据化等，以促进企业的信息化发展，改善企业运营效率，进而提升企业的整体竞争力[4?5]。然而，目前的电力企业信息化项目建设过程在包括需求分析、设计、开发及实施过程在内的项目管控中存在着较多问题，严重影响了信息化项目的实施效果[5?6]。具体而言，目前的信息化项目建设管控技术存在如下四个方面的问题：
