生态环境保护行政管理体制改革方案初探

摘要：生态环境保护行政管理体制是我国环境保护工作的重要载体。决策、执行、监督、协调和环境公共物品的提供，是这一体制的主要职责。在环境与发展的关系和政府与市场的关系等方面，现行的生态环境行政管理体制中还存在着一定的问题。本篇文章从这一体制改革的必要性入手，对改革工作的目标与原则和相关的改革方案进行了探究。

Abstract： The administrative system of ecological environment protection is an important carrier of environmental protection work in China. Decision-making， implementation， supervision， coordination and the provision of environmental public goods is the main responsibility of this system. In the relationship between environment and development and the relationship between government and market， the existing ecological environment management system， there are still some problems. This article begins with the necessity of this system reform， and explores the objectives and principles of the reform work and the related reform programs.

社会经济的飞速发展，给人们群众的日常生活带来了日新月异的变化。在粗放式的经济发展模式下，环境问题已经成为了事关人们身心健康、破坏经济社会可持续发展的重要问题。在中共十八大报告中，生态文明建设问题已经被放在了一个突出的位置。我国传统的生态管理体制是在传统土地所有制、自认资源国有制和集体所有制的体制之下建立起来的。国务院保护部在这一监管体制中发挥着对全国的环境保护工作进行同意将换的职责。这一体制在环境污染行为的处理过程中发挥了一定的作用。在对生态环境管理工作所涉及到的各个部门之间的关系进行利顺德基础上，对上述部门进行职能重组，可以让我国的生态环境保护工作的工作效率得到有效的提升。
