关于企业环境风险物质几个问题的讨论

摘要：企业开展环境风险评估必须明确环境风险物质种类和数量。本文讨论了企业环境风险物质、有毒化学物质的概念和认定问题，也讨论了危险废物、危险化学品、电镀废水等几种《突发环境事件风险物质及临界量清单》外的特定物质的适用问题，提出将这几种物质归类为有毒化学物质并适用其临界量标准。文末建议应将未列入《清单》但引发或可能引发突发环境事件的化学物质尽快补充到清单中。

Abstract：Enterprises to carry out an environmental risk assessment must make clear environmental risk material type and quantity of them. This article discusses the concepts and identification problems of environmental risk substances and toxic chemical，and discuss the applicability to the list of environmental emergencies critical mass of particular substances such as hazardous wastes， hazardous chemicals and electroplating wastewater，and propose these several substances classified as toxic chemicals and applicable to their critical mass standards. Finally suggested that those chemical substances which had not been included in the list but had raised or is likely to cause environmental emergencies should be added to the list as soon as possible.

1 问题的提出

环境保护部2014年4月3日印发并实施《企业突发环境事件风险评估指南（试行）》1（以下简称《评估指南》）。《评估指南》规定了企业突发环境事件风险评估的内容、程序及一般要求，同时以附录的形式配套了《突发环境事件风险物质及临界量清单》（以下简称《清单》）、《企业突发环境事件风险等级划分方法》（以下简称《等级划分方法》）等四个部分的內容。作为《等级划分方法》的基础，《清单》共规定了310种（类）化学物质及其临界量，其中分为两部分，第一部分共238种（其中有12种属重点环境管理危险化学品），以物质的化学文摘号（CAS）由小到大排序。第二部分全部为重点环境管理危险化学品，共72种。深圳市人居环境委员会在《评估指南》的基础上，编制并印发实施了《深圳市企业突发环境事件风险评估指南（试行）》2，其中的《突发环境事件风险物质及临界量清单》和环保部的一样[1-3]。……
