基于专利布局视角的嘉兴市专利资源产业分布现状分析

[摘 要] 利用incoPat科技创新情报平台数据库，按照国民经济行业分类（按大类）标准，对目前嘉兴市各产业的专利拥有量、申请趋势、专利质量、专利有效性以及专利价值度等方面进行综合分析，确定通用设备制造业（C34大类）、电气机械和器材制造业（C38大类）两大产业为嘉兴市知识产权（专利）资源的主导产业和热点产业。嘉兴市知识产权（专利）区域布局工作应该重点从这两个产业入手，加大对这两个产业的专利扶持力度，做大做强通用设备制造业和电气机械与器材制造业两大产业，为嘉兴制造业转型升级，推动嘉兴经济持续、快速发展起到引领和示范作用。

Abstract： With data from incoPat technological innovation platform， the holding quantity of patents， application tendency， patent quality， patent effectiveness and patent value are analyzed. The analysis result proves that general equipment manufacturing industry （C34） and electronic machinery and equipment manufacturing industry （C38） are two major leading industries of IPR （patent） resources. Jiaxing government should focus on the two industries with regard to the regional layout of IPR （patent） resources by intensifying patent support to the two industries， so as to help the two industries grow stronger for playing a demonstration role in driving the transformation and upgrade of the manufacturing industry and in propelling the sustainable and rapid development of Jiaxing's economy.

當前，我国正在实施的“产业转型升级”、“中国制造2025”、“创新驱动”等发展战略，对知识产权运用、保护水平提出了更高的要求。变“中国制造”为“中国智造”离不开科技创新，作为创新成果的知识产权越来越成为现代企业的核心竞争力，其经济价值不断被挖掘和提升。2015年8月31日，国家知识产权局确定江苏、广西、重庆，宁波、潍坊、广州和深圳为知识产权区域布局第一批试点省市，开启了我国知识产权区域布局试点工作。知识产权区域布局是我国创新驱动发展战略在区域层面实现路径的新探索，对于提高全社会知识产权布局意识，增强企业知识产权风险防范能力，提升重点优势产业竞争实力，全面支撑区域产业转型升级具有重要意义。……
