基于最低总成本与需求满足的疫苗供应链网络再设计

摘 要：随着供应链管理模式的出现和应用，很多公司和企业都从中得到了很大的好处。但供应链运作过程中疫苗等药品的特殊性、成本最低满足需求的条件下给供应链系统中的成员带来了挑战和威胁，并且随着供应链网络成员的增加，这种不确定性所带来的影响就会越大。文章在供应链设计的基础上，主要是对最低成本和满足需求的特殊药品供应链网络再设计。

Abstract： With the emergence and application of supply chain management model， many companies and enterprises have gained great benefits. But in the process of supply chain operation vaccine the particularity of drugs， the lowest cost to meet the needs of the conditions to the members in the supply chain has brought challenges and threats， and with the increase of the members of the supply chain network， it will affect the uncertainty caused by the greater. Based on the design of supply chain， this paper mainly focuses on the design of the special drug supply chain network with the lowest cost and meet the demand.

1 文献综述

随着我国政府加强药品控制与管理、加速国家医疗体系改革、完善药品流通体制等一系列改革措施的不断出台，为我国医药行业的发展提供了新的发展契机与挑战。但是传统的医药企业管理模式很难应对现今变化快速的市场需求，目前我国的疫苗冷藏供应链的运输作业并不规范，疫苗属于冷藏药品，与其他药品不同，具有特殊性，在运输存储过程中必须按照严格规定进行，如果出现疏漏可能会导致疫苗注射者有生命危险。

目前我国的疫苗冷链一直属于国家垄断状态，但一些不法分子只为谋利，往往造成因为存储、运输的不规范造成药品变质的恶果。供应链网络的设计与再设计，允许与供应相关联的能力和业务产品的最佳水平，来确定制造业、仓储和配送的连锁活动以最小的总成本满足客户需求。

田俊峰等（2012）[1]对供应链网络设计问题进行了研究，使供应链网络的性能在参数摄动的情况下具有鲁棒性。……
