基于Delphi专家法的水利工程建设监理单位监督检查项目优选

摘要： 水利工程监理单位“双随机一公开”监督检查工作方案研究的重点之一是监督检查项目的确定。根据现有法律法规要求对其检查项目的初选基础上，运用Delphi专家法确定了水利工程建设监理单位监督检查项目检查指标，为监督检查工作的开展提供支持和参考。

Abstract： One of the emphases of the research of "double terms of random inspection and result opening" supervision and inspection work program of the Engineering Consultant company in Water Conservancy project is the determination of the supervision and inspection items. According to the existing laws and regulations， the basis of primary select of the inspection item， the Delphi method is used to determine the supervision and inspection index of the supervision and inspection work program of the Engineering Consultant company， and it can provide support and reference for the supervision and inspection work.

0 引言

为规范政府管理行为，营造公平竞争的社会经济发展环境，国务院出台了推广随机抽查、规范事中事后监管的措施[1]，要求各政府部门全面推行“双随机、一公开”监督检查工作[2]。水利部作为国家水利行业行政管理部门，积极响应国务院要求并开展了相关工作[3]。根据我国相关法律法规要求，水利部负责水利工程建设监理单位的管理工作。针对建设监理单位的监督检查，监督检查项目的确定是工作开展面临的重点问题。因此，优选确定水利工程建设监理单位监督检查项目，可以为后期对建设监理单位的评价奠定良好的基础。

Delphi专家法又称德尔菲法、特尔斐法等，这是一种反馈匿名函询法，专家之间不得相互交流，通过调查人员多轮次调查，意见反复征询，并加以统计分析处理[4]，最后形成基本一致的专家意见的方法。Delphi专家法的目的在于，通过小组成员之间的背靠背交流，使个体意见逐渐趋于统一，从而作为一个整体解决问题[5]。因此Delphi专家法代表性强，是一种较为可靠的解决问题的方法，因此得到了广泛的应用。……
