防洪普法无线网络数字广播系统技术分析

【摘要】为提高沿黄群众的水法律法规意识，增强其爱护防洪工程的自觉性，解决目前日益增大的防洪工程监管任务量与现有监管人力资源紧缺的矛盾现状。我局对无线网络数字广播系统进行技术分析研究，运用数字IP网络广播技术、无线网络传输技术和黄河专用局域网络，研制了防洪普法无线网络数字广播系统，希望在黄河系统广泛推广运用。

【Abstract】In order to improve the awareness of water laws and regulations along the Yellow masses， to enhance their awareness of the protection of flood control projects， to solve the current flood control project supervision and the existing supervision of human resources shortage contradiction status quo. This paper has developed a digital broadcasting system for flood control and popularizing wireless network by using digital IP network broadcasting technology， wireless network transmission technology and special local area network of Yellow River. It is hoped that it will be widely used in the Yellow River system.

1. 目前防洪工程管理存在的问题及原因

历城河务局所辖防洪工程属济南黄河百里风景区的中段，地处济南市北郊。自标准化堤防工程建设完成后，大堤面貌焕然一新。每逢节假日，防洪工程上游人如织、车辆如流，尤其在盖家沟险工堤段，到此处休闲游玩的人员车辆络绎不绝。然而在休闲娱乐的同时，却有一些不文明行为：乱扔垃圾、露天烧烤、攀折花木、践踏草皮以及随意停车等，使险工工程埽面、堤坡草皮遭到破坏，严重影响了工程面貌，给工程管理带来较大工作压力。究其原因，一是市民对黄河工程缺少了解，二是黄河防洪工程缺乏更有效的监督管理方式。

2. 防洪工程管理问题优化对策及新技术研究
