建立以问题为导向的高校思想政治工作评估体系研究

【摘要】高校思想政治工作关系高校培养什么样的人、如何培养人以及为谁培养人这个根本问题。一直以来，高校都把思想政治工作摆在非常重要的位置，但在实际工作中存在着诸多问题与不足。新形势下，如何把握正确的政治方向？如何将贯穿到教育教学全过程？成为高校思想政治工作一个重大课题。因此，建立以问题为导向的高校思政政治工作评估体系，有利于推动高校思想政治工作深入发展，对增强高校思政工作的实效性具有重大意义。

【Abstract】Relationship between ideological and political work in colleges and universities to develop what kind of person， how to cultivate people and cultivating people for who this fundamental problem. For a long time， the ideological and political work in colleges and universities in the very important position， but there are many problems in practice and disadvantages. Under the new situation， how to grasp the correct political direction？ How to through the education teaching process？ Ideological and political work in colleges and universities become a major issue. Therefore， the establishment of problem oriented evaluation system of college ideological and political work and will be conducive to the development of ideological and political work in colleges and universities， to strengthen the effect of college ideological work is of great significance.

一、新形勢下加强高校思想政治工作的重要意义

习近平总书记在全国高校思想政治工作会议上强调，高校思想政治工作关系高校培养什么样的人、如何培养人以及为谁培养人这个根本问题。要坚持把立德树人作为中心环节，把思想政治工作贯穿教育教学全过程，实现全程育人、全方位育人，努力开创我国高等教育事业新局面。这一论述，是站在全局的战略高度，指明了新形势下高校思想政治工作的重大意义。首先，事关开创我国高等教育事业新局面的重大问题。在经济全球化深入发展，信息网络技术广泛应用的大背景下，高校的发展面临着更大的机遇和挑战。做好思想政治工作是为高等教育深化改革和可持续发展保驾护航。其次，事关社会经济发展的长远之计。当前，我国进入全面建设小康社会的关键时期和深化改革开放、加快转变经济发展方式的攻坚时期。……
