【摘要】分析电信运营商IT支撑系统基础架构的现状和问题，从宏观的角度提出在互联网+时代的契机和挑战下，基础架构规划原则和思路，从数据核心层、应用服务层、系统接入层3个方面深入探讨详细的规划方法和建设思路，引入新技术，在高效、稳定、可靠的前提下，促进IT支撑系统向互联网化转变，在运营商未来的运营、管理、建设中发挥更大的作用。

【Abstract】This paper analyzes the current situation and problems of the IT support system infrastructure of telecom operators， and puts forward the principles and ideas of the infrastructure planning and challenges from the macroscopic point of view， from the data core layer， the application service layer， the system access layer 3 To further explore the detailed planning methods and construction ideas， the introduction of new technologies， efficient， stable and reliable under the premise of promoting IT support system to the Internet to change in the future operations of operators， management， construction to play a larger effect.

1. 前言

（1）随着互联网时代的快速发展，电信运营商作为基础资源服务的提供者，拥有众多互联网公司无法比拟的优势，例如优质的通信管道、海量的用户资源、丰富的用户行为信息等。2015年，国家提出了互联网+的概念，旨在将互联网技术用于金融、制造、医疗、教育等多方面，提高我国的综合竞争力。电信运营商应把握这一契机，充分发挥自身资源优势，以创新的思维、先进的手段在互联网大潮中占有一席之地。

（2）IT支撑系统作为运营商的中枢神经，用来指挥、监督、协调运营商的市场经营、管理运维，涉及基础设施、系统软件、应用软件等多个方面。本文从基础架构的角度出发，立足运营商IT支撑系统架构现状，考虑互联网技术的发展，从宏观的角度探讨运营商的IT支撑系统基础架构规划方法。

2. 电信运营商IT支撑系统现状

电信运营商的IT支撑系统通常根据业务和应用划分为业务支撑系统（BSS）、管理支撑系统（MSS）、运维支撑系统（OSS）、决策支持系统（DSS）。经过多年建设，各系实现了架构的标准化、设备的标准的标准化、部署的标准化、配置的标准化，并引入虚拟化技术，逐步开展资源的整合，使系统具备一定的弹性。……
