浅议清水河海原过境段河道治理现状

【摘要】清水河防洪治理工程作为宁夏回族自治区重点建设项目，由宁夏回族自治区水利厅水利工程建设管理局负责实施，沿河各县、区负责征地协调工作。对清水河海原过境段进行综合整治。对河岸线进行确权划界，划定河岸线和保护范围，设立界桩。拆除河道内影响行洪的采砂场、制砖厂，恢复被破坏的河床、河岸，疏浚河道。

清水河屬于黄河流域一级支流，发源于六盘山东北麓的宁夏固原市原州区开城镇黑刺沟，流经固原市（西吉和原州区）、中卫市（海原县、中宁县和沙坡头区）和吴忠市（同心县和红寺堡区），于中宁县泉眼山入黄河，干流总长320Km，河源海拔2489m，河口海拔1190m，相对高差1290m，平均比降1.49%。

清水河海原县过境段全长125Km，始于三河镇红城村杨家河自然村（断面里程桩号74+500），至于高崖乡红古行政村六队（断面里程桩号199+500）。河宽40～80米，为沙壤土或砾石河床，河道属典型的蜿蜒性河道，凹岸冲蚀，凸岸淤长。

该区域1956～2011年流域内年平均降水深为295毫米。多年平均径流深8毫米。

四营水库上游断面（桩号78+789）以上控制流域面积1642平方公里，该断面20年一遇洪峰流量574立方米每秒；中河口上游断面（桩号89+861） 以上控制流域面积1642平方公里，该断面20年一遇洪峰流量536立方米每秒；双井子沟口上游断面（桩号109+438）以上控制流域面积3929平方公里，该断面10年一遇洪峰流量526立方米每秒，20年一遇洪峰流量733立方米每秒；韩府湾水文站断面（桩号123+033）以上控制流域面积4935平方公里，该断面10年一遇洪峰流量666立方米每秒，20年一遇洪峰流量920立方米每秒；……
