关于项目工程造价风险管理方法的几点想法

【摘要】随着城市化规模的扩大以及房地产行业发展趋势的不断向好，我国的工程建设项目普遍存在开发周期长、涉及领域广的特点，给工程建设造价管理带来不同程度的风险。本文着重分析影响工程造价的风险因素，并对风险管理进行了阐述，对风险控制提出了建议。通过对工程造价风险的分析，规避工程造价相关风险，促进工程建设的顺利开展。

【Abstract】With the expansion of urbanization and real estate industry development trend of constantly improve， our country engineering construction projects are widespread long development cycle， involving the characteristics of broad areas， brings to the project construction cost management in different degrees of risk. In this paper， the risk factors that affect the project cost are analyzed， and the risk management is explained and the risk control is proposed. Through the analysis of project cost risk， avoid the risk of project cost and promote the smooth development of project construction.

1. 前言

（1）随着城市化规模的扩大以及房地产行业发展趋势的不断向好，我国的工程建设项目普遍存在开发周期长、涉及领域广的特点，给工程建设造价管理带来不同程度的风险。目前，常见的工程项目风险主要分为七大类，分别是：政治、自然、技术、管理、组织、支付风险。

（2）为了确保我国工程造价效益得到显著的提升，在项目建设的过程中需要加强对于上述风险产生原因的合理化分析，并进行全面有效的防范和处理，才能确保项目各项作业顺利开展，取得预期收益。

（3）由于项目工程建设的过程中，因为工程规模大、开发周期长等因素，往往遭遇到各类因素的影响，使得工程造价的不确定性进一步增强，进而对项目预期效益带来不确定性。因此，工程建设中工程造价风险管理工作也具有全程性、多变性、复杂性三方面特点。以下就工程造价风险的形成、识别以及对策进行阐述。
