浅谈公共雨伞现存的问题和对策

摘要：“互联网+公共服务”是互联网技术为现代日常生活提供的一种新型公共服务模式。而公共雨伞在其中扮演着一个重要的角色，随着其投入量的增大，浮现出的问题也越来越多。供给主体过于单一，用户使用素质不高，造成了公共雨伞的供给无法令大众满意，或大大缩减了使用寿命等问题，同时遭随意丢弃的雨伞还会造成环境的污染，提高使用者的素质，加强监督力度刻不容缓，在科技盛行的当下，对雨伞进一步加工，增加技术含量，不失为上上策。

Abstract： "Internet + public service" is a new type of public service model provided by Internet technology for modern daily life， and in which public umbrella plays an important role. With its increase in the amount of input， the problems become more and more. The main supply body is too single， and the user has no high quality， so the supply of public umbrella can not make public satisfaction， or the life of the public umbrella is greatly reduced， while the umbrella arbitrarily discarded will cause environmental pollution. So it is urgent to improve the quality of the user and strengthen the supervision. Under the current popular science and technology， further processing of the umbrella and increasing the technical content is the best policy.

1 公共雨伞存在的现状

随着生活水平的不断提高以及城市人口地不断增长，雨伞的需求量越来越大，家中常备有三四把雨伞是很正常的事情。商场中可见的廉价雨伞易被大众接受，某些高档的雨伞为白领以及领导使用，雨伞分长柄类和折叠类，长柄类大多都不便于携带，而折叠类雨伞外形美观，收拢时体积小巧，使用携带方便，更受人们的广泛喜好。虽然雨伞的价格便宜，但是出门在外，突然下雨的时候，手头又没有雨伞，难道就只能无奈的买一把雨伞吗？近期，各大商场、影院、站点出现了爱心雨伞，爱心雨伞无疑为人们提供了便利，但一些人用了雨伞却不归还，随着时间的推移，伞架上的爱心雨伞越来越少。由于有借无还，爱心雨伞已经名存实亡。公共雨伞租借系统为伞架上的雨伞设下一道保障，在有借有还的情况下，保持用户信誉，每次支付以低廉的代价使用公共雨傘，不必徒增一把买雨伞的钱。……
