医疗机构电子病历管理中存在问题及对策探讨

[摘要] 电子病历以其传输速度快、共享性好、使用方便等特点被各医疗机构广泛接受并使用。它提高了临床医生的工作效率，方便医院质控管理，电子病历的发展状况已经成为衡量一个医院信息化水平的重要标志，在工作中的地位越来越明显。电子病历在其产生、发展过程中，给临床工作带来便利的同时，也產生了一些现实问题，该文对电子病历使用过程中存在的问题进行分析，并提出一些改进性意见。

[Abstract] In recent years， with the rapid development of hospital information technology， the electronic medical records are widely accepted and applied by various medical institutions due to its rapid transportation speed， good sharing and simple use， which can improve the work efficacy of clinical doctors， help the hospital conduct the quality control management， and the development status of electronic medical records has been an important mark of measuring the hospital information level and plays an more and more important role in work， and the electronic medical records not only bring convenience to the clinical work but also bring some problems， and the paper analyzes the problems in the use course of electronic medical records and puts forwards some improvement suggestions.

電子病历（Electronic Medical Record，EMR）从其字面意思理解就是指计算机化病历，一种以电子方式记录患者相关个人信息的病历。国家卫生计生委在《电子病历应用管理规范（试行）》给出了关于电子病历的定义：电子病历是指医务人员在医疗活动过程中，使用信息系统生成的文字、符号、图表、图形、数字、影像等数字化信息，并能实现存储、管理、传输和重现的医疗记录，是病历的一种记录形式。在实际医疗工作中，医生用Office等文字处理软件书写的病历内容，然后用打印机打印出来再手工签名并保存的病历，不是真正意义上的电子病历；电子病历是通过电子化方式创建、保存和使用的，可以通过计算机网络进行传送，在很短的时间内能把病历数据与内容传送到需要的地方，使用与检索方便快捷。特别是在救治危重患者时，电子病历的信息内容能准确快速地在医生的电脑终端显示，为救治患者争取到宝贵时间[1]；……
