档案机构的开放政府构件与策略研究

摘 要：对美国开放政府旗舰计划的内容与构件进行分析，旨在为中国档案机构推进开放政府建设提供借鉴和启示。本文对美国档案与文件署的十大开放政府旗舰计划项目进行文本分析与案例研究以探讨档案机构进行开放政府的构件分析，从中呈现其档案开放模式。由此，本文为我国提出相应策略，倡导从指导理念、资源开发、广泛协同、品牌建设以及必要的技术手段等方面设计和开展档案方面的开放政府建设。

Abstract： Analyzing the contents and components of the Flagship Initiative of the US Open Government Plan. This paper aims to provide reference and enlightenment for the Chinese archives to promote the construction of open government. A more detailed study of the ten flagship Initiatives from the National Archives and Records Administration， as well as an analysis of the constituent elements and the archives open model presented. From the perspective of NARA open government flagship Initiatives model， China should design and carry out the open government construction of archives from the aspects of guiding ideology， resource development， extensive coordination， brand building and necessary technical means.

1 引言

自20世紀80年代起，各国政府陆续开始了由传统的公共行政到公共治理的转型之路，政府的开放性成为衡量现代民主政府治理效果的重要指标。作为政府开放的重要窗口，档案机构掌握着政府核心信息资源，有必要参与并引领开放政府的建设，这成为档案领域研究与实践的重要议题，即如何在开放政府的框架下成为信息公开与数据开放的领导者、统筹者与执行者。

由此，档案领域的研究者逐渐关注到开放政府驱动下的档案工作转型，研究主要从档案开放与政府信息公开切入，与当前涵盖数据治理的开放政府相比有一定的滞后性。在实践上，我国目前的开放政府建设从环境、政策、数据开放程度、门户建设等多方面还有诸多不足，档案领域的参与更是有限，但《全国档案事业发展“十三五”规划纲要》已经呈现出档案事业对开放政府更多的关注，有待更多有序高效的行动投入。……
