电子文件归档管理模式探究

摘 要：电子文件现行主流归档管理模式为“双套制”，但“单套制”的呼声也越来越高。本文结合两种归档管理模式利弊，通过剖析电子文件归档管理模式发展历程，认为当前两种归档管理模式宜并行，即对于保管期限为永久或者具有其他重要保存价值的电子文件宜实行“双套制”归档管理模式，对于保管期限为定期10年或者其他相对不太重要的非永久电子文件宜实行“单套制”归档管理模式；最后指出“单套制” 归档管理模式是不可逆转的未来发展趋势。

Abstract：The current mainstream archiving management mode of electronic records is double-sets system， but the single-set system has become more and more popular. Based on the analysis of the advantages and disadvantages of the two archiving management models， this paper sorts out the development course of electronic records archiving management mode， and thinks that the current two archiving management modes should be parallel. In other words， for the storage period of permanent or other important electronic records， it is necessary to implement the double-sets system archiving management model； for the storage period of 10 years or other less important electronic records， the single-set system archiving management model should be applied. Finally， the single-set system archiving management model is an irreversible trend in the future.

在电子文件归档管理模式探索中，始终存在着“双套制”与“单套制”两种归档管理模式。虽然现行的主流归档管理模式是“双套制”，但随着电子文件数量的“井喷式”增长以及文件管理数字转型与电子政务工程建设进程的加速推进，“双套制”的弊端日益显露，“单套制”的呼声则越来越高。那么，当前档案部门宜实行“双套制”还是“单套制”归档管理模式，抑或是两种归档管理模式并行呢？本文拟通过剖析电子文件归档管理模式发展历程及两种归档管理模式利弊，来探究这一问题。

1 引言：两种归档管理模式的内涵

1.1“双套制”归档管理模式的内涵。一般而言，所谓“双套制”归档管理模式，是指在电子文件归档时，将电子文件的电子版本和纸质版本同时归档保存，使二者共同处于存储和可利用状态的电子文件归档管理模式。王艳明、王慶悦则将其进一步阐述为：“具有永久保存价值或者其他重要价值的电子文件，应当同步转换为机械记录文件或者模拟记录文件，实现双套保存，以最终保障电子文件的真实性、可读性维护及司法诉求。……
