民生档案远程服务资源平台建设的探索与实践研究

摘 要：资源平台建设是开展民生档案远程服务的核心内容。伴随社会信息化建设的逐步深入，尤其是信息化建设与民生档案工作的深度融合，如何利用信息技术建设民生档案远程服务资源平台，更加有效地实施民生档案资源管理与服务，是摆在档案部门面前的一项重大课题。文章介绍了民生档案远程服务资源平台建设的现实依据、指导思想及主要任务，从资源平台的整体规划、资源标准、资源整合等方面描述了平台建设过程，以此提出实践过程中的一些想法与思考。

Abstract：The resource platform construction is the core content of the people's livelihood archives remote service.With the deepening of social informatization construction， especially the deep integration of information construction and people's livelihood archives work， it is a major issue facing the archives department how to use information technology to build the people's livelihood archives remote service resource platform.This paper introduces the realistic basis，guiding ideology and main task of the resource platform construction of the people's livelihood archives remote service，and describes the platform construction process from the the overall planning， resource standard and resource integration of the resource platform.On this basis， I put forward some ideas and thinking.

民生档案远程服务，是为了满足公众方便查阅档案的现实需求，以民生档案资源共享为基础，运用互联网等相关技术，实现民生档案资源的跨空间查询与利用。民生档案远程服务的平台建设是集应用系统平台、资源平台、技术平台等于一体的综合性平台体系建设，其中，作为承载民生档案数据库等信息的资源平台的建设是远程服务的一项重要基础性工作，它是对历史积淀下来的各类异构档案资源的选择、清洗与整合的过程，对实现民生档案资源的共建共享、统一检索具有重要意义。

1 资源平台建设的现实依据与理念

1.1 现实依据。近年来，政府重视民生问题，并出台一系列惠民政策，公众档案利用需求不断增加，关乎公众切身利益的民生档案日益被档案界所重视。以“公众为中心”成为档案部门在档案信息服务中遵循的宗旨。……
