工程造价概预算审核工作的要点及控制策略

摘要：本文阐述了工程造价概预算审核工作的重要性，通过分析概预算编制审核工作中存在的问题，从工程量的审核、审核定额套用、对费用的审核、审核人员水平四方面，提出工程概预算的审核要点及有效控制工程概预算的策略及应注意的事项，从而保证概预算的准确性。

Abstract： This article expounds the importance of the project cost estimate budget review work， and analyzes the problems existing in the budget review work， from the aspects of engineering volume review， the application of audit quotas， the review of costs， and the level of auditing personnel. To ensure the accuracy of the proposed budget by putting forward the key points of the audit and effective control of the proposed budget.

1  工程造价概预算审核的重要性

编制切合实际的概预算有利于建设工程概预算主要关系着建设项目工程竣工结算和决算及投资控制，因此，工程概预算造价编制和审核工作一直是工程经济活动中的重要环节，是建筑工程的健康发展的重要工作。在对建筑工程进行造价概预算审核的过程中，必须有效地控制工程造价概预算审核的编制工作，保证建设项目投资建设能够合理的进行，有效地实现资源优化配置的目标。

工程概预算审核的意义在于：

1.1 合理分配投资资金、控制建设规模  有利于合理确定工程造价及有效地控制工程概预算，加强投资计划管理。设计概算的偏高或偏低，都会影响工程造价的控制，也会影响投资计划的真实性，影响投资资金的合理分配。减少投资缺口，有利于控制建设规模、标准、确保项目投资准确、完整。

1.2 优化设计方案  控制投资的关键在于设计阶段，咨询人依据设计单位提供的初步设计和概算，按造价部门的有关规定进行概算审核。……
