河南省区域科技创新政策绩效评价体系构建研究

摘 要：近年来，随着科技投入的不断增加，科技创新能力逐步成为影响区域整体发展和经济实力增长的关键性因素。本文通过查阅相关统计年鉴，系统分析河南省科技创新现状，并结合河南省科技创新政策运用情况，构建区域科技创新政策绩效评价指标体系，通过科学评价各地级市科技创新政策绩效差异，为河南省实现中西部科技创新高地目标提供决策支持。

Construction of Performance Evaluation Index System of Regional Science and Technology Innovation Policy in Henan Province

Abstract： In recent years， with the increasing investment in science and technology， the ability of scientific and technological innovation has gradually become a key factor which affects the overall development of the region and the growth of economic strength. By consulting the relevant statistical yearbooks， this paper systematically analyzes the present situation of scientific and technological innovation in Henan Province， and constructs the evaluation index system of regional scientific and technological innovation policy performance in combination with the application of science and technology innovation policy in our province. Scientifically   evaluating the differences of the scientific and technological innovation Policy performance between the different prefecture-level cities .It provides decision support for Henan Province to realize the goal of "scientific and technological innovation highland in the central and western regions".

1 引言

科技创新政策的实施在鼓励创新活动、促进科研成果转化、带动经济社会发展等方面的作用极大。当前，河南省处于蓄势崛起、攻坚转型的关键时期，要把创新摆在发展全局的核心位置。充分发挥科技创新的基础、关键和引领作用，大力实施创新驱动发展战略，以政策指引积极缩短区域差异，提升科技创新认知和实施效果。如今，区域创新发展问题已经是一个多维度、多阶段、多主体、多方位的综合性和复杂性难题。张永安基于PMC指数模型构建区域科技创新政策量化评价框架[1];冯锋、汪良冰从科技政策协同创新的视角出发，运用DEA-Malmquist指数分析法对泛长三角区域科技政策绩效进行分析[2];张建伟、樊慧歌采用变异系数、标准差、回归分析等方法分析了1986—2014年河南省创新能力的差异演变[3];程金凤将2010—2017年河南省出台的科技创新政策进行收集与分类，找出了河南省科技创新政策评估体系存在的问题并提出对策[4]。……
