浅析标准化在行政审批制度改革中的应用

【摘要】 从2001年开始，我国通过几次下放和调整行政审批事项不断推动行政审批制度的改革，转变政府职能，2007年标准化首次被引入到行政审批当中。本文通过标准化的原理和方法，分析了标准化在行政审批中的作用和主要内容，对标准化在行政审批制度改革中的应用提供借鉴参考。

Analysis on the Application of Standardization in the Reform of Administrative Approval System

Abstract： Through several decentralization and adjustment of administrative examination and approval matters since 2001，China has continuously promoted the reform of the administrative examination and approval system and transformed the functions of the government. In 2007，standardization was first cited in administrative approval. Through the principle and method of standardization，this paper analyzes the role and main content of standardization in administrative approval，and provides reference for the application of standardization in administrative approval reform.

行政审批作为一项政府职能，在不同的社会时期和经济形态下，政府在行使这一职能时表现出不同的方式。随着我国经济形态的转变，计划经济时期的行政审批制度已成为阻碍我国经济社会发展的屏障，不适应社会主义市场经济的发展要求。2001年，《国务院批转关于行政审批制度改革工作实施意见的通知》中提出“转变政府职能，减少行政审批”。至此，我国正式开始行政审批制度改革，十几年来我国行政审批制度进行了不断的探索和改革，多次下放和调整行政审批事项，并通过成立行政审批中心、借助互联网等手段不断深化我国行政审批制度的改革。2007年，标准化首次被引用到行政审批当中。事实证明，标准化在规范行政审批事项、优化行政审批流程、提高行政审批服务质量、提升政府管理水平和效率、改进和创新政府管理等方面起到了重要的技术支持作用。目前，开展行政审批标准化工作已经成为推进行政审批制度改革的一项重要工作。
