基于成本和收益的湖北省油菜生产发展研究

摘要：采用2004-2016年湖北省油菜生产成本收益基础数据，系统分析了湖北省油菜生产的总成本、土地成本、人工成本与净利润的变化特征。结果表明，土地成本和人工成本上升已成为推动湖北省油菜生产总成本上升的主要因素；与此同时，油菜产业面临油料大量进口的冲击，油菜子价格遭遇“天花板”。在此背景下，湖北省油菜产业发展应推动适度规模经营，提升机械化水平和完善补贴政策。

The Development of Rape in Hubei Province from Cost and Benefit

Abstract： Based on the basic data of the cost-benefit of rapeseed production in Hubei province during 2004-2016，the variations of total cost，land cost，labor cost，and net profit in rapeseed production of Hubei province were analyzed systematically.The results showed that，the cost increase of land and labor had become main factors to promote the total cost of rape production in Hubei province.At the same time，the rape industry was confronted with the shock of enormous oil import，thus the rape price hit the "ceiling".Under this background，the rape industry of Hubei province should promote the appropriate scale operation，enhance the level of mechanization，as well as improve the subsidy policy.

湖北省是油菜大省，1995年以来全省油菜种植面積和总产量均居全国前列，是全国最大的“双低”油菜生产基地[1]。但户均种植规模小，生产成本偏高，面临政策调整和国际农产品进口冲击，湖北省乃至长江流域油菜生产发展乏力。对湖北省油菜产业进行成本收益分析，有利于更好地降低生产成本，提高生产效益和市场竞争力。

1 湖北省油菜生产成本与收益分析

1.1 湖北省油菜生产成本分析

2004-2016年，湖北省油菜生产总成本和生产成本经历了3个阶段，即缓慢增加阶段（2004—2008年）、快速增长阶段（2009—2015年）、高位维持阶段（2015—2016年）。缓慢增加阶段，总成本的年均增长率为7.40%，由2004年的4 160.55元/hm2上涨到2008年的5 536.20元/hm2；生产成本的年均增长率为4.78%，由2004年的3 653.85元/hm2上涨到2008年的4 403.70元/hm2。快速增长阶段，总成本的年均增长率为10.87%，由2009年的6 180.30元/hm2上涨到2015年的11 401.80元/hm2；生产成本的年均增长率为12.03%，由2009年的5 002.80元/hm2上涨到2015年的9 753.75元/hm2。高位维持阶段，生产成本小幅度下降，总成本基本保持稳定。……
