闲置土地信息交互及流转优化平台构建研究

【摘 要】针对目前农村闲置土地信息交互困难及相关手续办理繁琐问题，本文结合农村实际情况及土地政策，构建了一个可由政府官方运营和管理的土地闲置信息交互及流转规范化管理平台。该平台实现真实可靠的土地流转信息及便捷网上土地流转流程办理功能，从而缓解农村土地闲置现象，优化土地流转流程，积极响应“最多跑一次”改革。

【Abstract】Based on the current difficulties in dealing with idle land in rural areas and the complexity of related procedures， this paper constructs a platform for the management and management of land idle information exchange and standardized management that can be operated and managed by the government in light of the actual situation in rural areas and land policies. The platform realizes real and reliable land circulation information and facilitates online land transfer process management functions， thereby alleviating the phenomenon of idle land in rural areas， optimizing land transfer procedures， and actively responding to the “run once” reform.

0 前言

目前由于經济快速提升，第二、第三产业蓬勃发展等原因，农村劳动力大量涌入城市，从而造成大量土地闲置[1]，土地资源浪费问题严峻。

针对此类问题，国内众多专家学者提出了建设性建议。张占毫等[2]学者提出重新进行土地资源整理规划；杨芳[3]提议积极引导和鼓励农民进行土地承包经营权流转；张琳[4]建议加强政府在土地流转中的指导功能；李子萱[5]建议建立覆盖全方位的土地流转服务体系。

综上所述，针对农村闲置土地的理论性体系已取得一定建设性成果，但王娟娟等[6]发现仍然存在流转不合法的现象，政府流转登记工作依旧存在缺陷，上述建议并未进行实例化操作。

针对上述问题，本文构建了一个土地资源信息交互及流转优化的管理平台。该平台可实现买卖双方土地信息交互及网上土地流程办理功能，从而扩宽农户土地流转信息交互渠道，简化土地流转手续办理，激励民众通过合法途径进行土地流转，响应“最多跑一次”改革。……
