党纪处理中六种类型的界限、表现和适用探讨

摘 要： 纪律既是中国共产党进行自身建设、治国理政的重要举措，又是维护党员和党组织自身权利的依据。监督执纪问责常态化后，在党纪处理中，正确把握《中国共产党纪律处分条例》所列举的6种违纪类型的界限、表现和适用，恰当准确运用5种纪律处分，能够使纪律真正成为管党治党的利器。

Abstract： Discipline is not only an important measure of the CPCs own construction and governance， but also the basis for maintaining the rights of Party members and Party organizations. After normalization， supervision and enforcement accountability in Party discipline processing， it is vital to correctly grasp disciplinary regulations ofCPC，six types of disciplinary boundaries， performance and application， it is necessary to make use of 5 kinds of disciplinary actions appropriately and accurately so that the discipline really becomes the Partys tool of governing the Party.

纪律既是中国共产党进行自身建设、治国理政的重要举措，又是维护党员和党组织自身权利的依据，检查和处理党的组织与党员违反党章和党的纪律案件、决定和取消对党员的处分、受理党员的控告和申诉既是党章赋予纪检监察机关的重要职责，也是纪检监察机关经常性的主要工作。体现“纪法分开、纪在法前、纪严于法”的《中国共产党纪律处分条例》（以下简称新《条例》）的施行，使监督执纪问责常态化，认真分析党纪处理中6种类型的界分、表现和适用，较好地运用5种纪律处分等，能够使纪律真正成为管党治党的利器。

一、党纪处理的类型及其界限

中国共产党自成立以来一直高度重视纪律建设，形成了层次分明、有机统一的纪律体系，包括违纪处理体系，通过惩处违纪行为，加强对党的各级组织和全体党员的教育、管理和监督，把纪律挺在前面。惩前毖后、治病救人。处理违反党纪的党组织和党员实行惩戒与教育相结合，做到宽严相济，达到实现全面从严治党目的。……
