军队小散远单位医疗保障系统设计与应用

摘 要：我院针对医疗体系内所属小散远单位驻地偏僻，交通不便，医疗资源匮乏，伤病员就诊和转诊困难等特点，开发了小散远单位医疗保障系统，选取位置合适的定点服务保障点进行帮扶并应用此系统，通过系统建立临床数据平台库共享医疗信息，部署远程会诊系统实时会诊，建立官兵电子健康档案方便调阅，有效解决了小散远体系单位官兵看病难，就医远等问题。

Abstract：In view of the characteristics of the small scattered far units in the medical system，such as remote locations，inconvenient transportation，lack of medical resources，difficulties in seeing patients and referrals，etc.，the medical security system of the small scattered far units has been developed in our hospital.Selecting the right location of the fixed point service guarantee point to help and applying this system，establishing the clinical data platform database to share medical information，deploying the remote consultation system to consult in real time，establishing the electronic health file of officers and soldiers to read conveniently.Effectively solve the small scattered far system unit officers and soldiers difficult to see a doctor，access to medical and other problems.

我院地处中部平原，保障地域广，小、散、远单位将近20多個，他们驻地偏僻分散，医疗资源匮乏，交通不便，远离体系医院，伤病员就诊和转诊困难，只依靠传统的挂钩帮带活动并不能完全满足他们的就医需求[1，2]。为了有效提高这些地区官兵的医疗保障水平，我们选取一定数量且地理位置合适的体系卫生队进行全面传帮带，使他们形成在周围区域具有较强医疗保障能力的卫生所，使现有的卫勤保障模式转变为体系医院-定点服务保障点-小散远单位的三级医疗保障网，打破原有保障建制，以半小时车程为半径，形成区域性医疗保障体系，收到不错效果，得到了小散远单位官兵的好评。我院开发并应用了军队小散远单位医疗保障系统，该系统采用面向对象的思想和架构，建立临床数据平台库，优化配置医疗资源，使各项医疗信息实现远程实时交互[3]。官兵电子健康档案的建立，打破了存在于医院与定点服务保障点之间官兵医疗信息共享的壁垒，对我院进一步提升为部队服务能力很有意义。……
