教育经费短缺背景下地方院校教学实训基地建设策略研究

摘 要 地方院校普遍存在教学实训基地建设教育经费短缺问题，无法保证地方院校人才培养的实训教学质量，无法培养高端技术型人才。通过分析近几年地方院校的教育经费投入，研究发现，借助现有资源开展校企合作等多渠道筹资解决教育经费短缺问题。为此，要考虑教育经费成本，确定最佳教学实训基地的建设投入，建立筹资运作管理部门，加强教育经费使用的监督，提高教育经费使用效益。

Abstract The shortage of education funds in local universities has widely existed， which prevents them to promote the quality of the practice teaching in developing the training of personnel and high-end technology talents. By the analysis of the education funds in local

universities in recent years， the article finds that the problems can be dealt with by means of multi-channel financing， such as carrying out the cooperation between universities and enterprises. Therefore， several aspects will be taken into consideration， such as education cost， construction investment for be best teaching practice base， the

establishment of the management department for raising funds， strengthening the supervision of the use of education funds and the improvement of the profits in education funds.

1 前言

自改革开放以来，我国高等教育事业取得较快发展，主要原因是有国家较充足的教育经费投入做保障。政府拨款也曾是我国高等教育办学的唯一途径。随着2001年我国高等教育事业改革，全国地方院校采取扩大招生、定向招生等招生政策，以及近年来各高校提倡高端技术人才的培养，使得地方院校学生人数大幅度增长，导致现有的实训教学、实践教学等基本设施不足，极大地影响和制约了地方院校教师实训教学质量和学生实训操作能力的提高[1]。本文所指的地方院校是在我国高等教育院校背景下根据高校不同的隶属关系分类的，地方政府所属高校统称为地方院校。在教育经费短缺背景下如何提高教师实训教学质量和学生实训操作能力，培养更多的高端技术型人才，已经成为各地方院校健康发展面临的重要问题。……
