地方本科院校应用技术转型发展与实践研究

摘 要：我国目前社会普遍存在人才供给与需求在人才培养规格上的错位对接，出现以学科体系为基础建立起来的专业结构与按照应用技术类型高校职业和岗位需求设置专业的矛盾，导致大学毕业生的结构性失业，地方本科院校遵循规律，大胆创新，深化办学体制机制改革与实践，探索专业与学科转型发展规律，加快转型发展进度，提升人才培养质量和服务地方与行业发展的能力迫在眉睫。

Abstract： In China currently there is the common social phenomenon that the talent supply and demand are misplaced in the personnel training specification， and the contradiction between the professional structure established based on the subject system and specialty provision in accordance with the occupation and job requirements in the applied technology college， leading to the structural unemployment of university graduates. Local universities should abide by the rules and boldly innovate the mechanism， deepen the reform and practice of the school system， and explore the transformation law of development in the professional discipline， accelerating the progress of transformation and development， and enhancing the ability of talent cultivation and development of quality and service of local industry， which is imminent.

引言

我国目前社会普遍存在的大学生“就业难”和企业“用工荒”的情况。各地的调查显示，应届大学毕业生就业难现象突出，而众多企业又难以找到所需的大量应用技术型人才。这说明高等学校培养的毕业生与社会对人才的需求之间存在较大差距。其主要问题不是人才培养的数量，而是人才供给与需求在人才培养规格上的错位对接，出现大学毕业生的结构性失业，制度性根源则来自现有的高等教育結构体系。

地方本科院校数量最多，招生规模最大，人才培养最多，是我国大众化高等教育的主力，目前陷入发展困境，为落实教育规划纲要提出的“促进高校办出特色，建立高校分类体系，实行分类管理”“建立现代职业教育体系”的要求，在教育部的指导推动下，2013年6月28日，35所以应用技术类型高校为办学定位的地方本科院校，在天津职业技术师范大学发起成立应用技术大学（学院）联盟，并成立地方高校研究中心，研究转型发展之路[1]。……
