科技型中小企业创新发展融资策略研究

摘要：2015年李克强总理在政府工作报告中提出"大众创业，万众创新"政策以来，我国各地都高度重视政策的执行，都出台了相应的鼓励创新创业的一系列政策，特别是鼓励一些科技含量高的企业的创设，科技型中小企业由于其灵活性较强、产品技术含量高等，使其成为我国经济发展中较有活力的主体。但是，由于科技型中小企业发展中存在的不确定性因素较多，其融资难问题也不断的凸显，如何使科技型中小企业摆脱融资困境就成为其发展的“瓶颈”问题。因此，本文主要分析了科技型中小企业的融资渠道以及融资现状，并对其融资现状产生的原因进行了探析，最后提出了解决科技型中小企业融资困境的策略。

Abstract： In 2015， Premier Li Keqiang put forward the policy of "mass entrepreneurship and innovation" in the government work report. Since the implementation of policies in all parts of China， all the policies have been introduced to encourage innovation and entrepreneurship， especially to encourage some high-tech enterprises. Because of the flexibility and high product technology， technology-based SMEs have become a more dynamic subject in China's economic development. However， due to the uncertainties in the development of technology-based SMEs， the difficulty of financing is also constantly highlighted. How to make technology-based SMEs get rid of financing difficulties becomes the bottleneck of their development. Therefore， this paper mainly analyzes the financing channels and financing status of technology-based SMEs， and the reasons for the financing status and puts forward the strategy to solve the financing dilemma.

1 科技型中小企业的概念

科技型中小企业是指职工人员构成中以科技研发人才为主体，所从事的行业主要是技术开发、技术咨询、科学研究等高新技术产业，并且实行自主经营、自负盈亏和独立核算的以市场为导向的智力密集型组织。

2 科技型中小企业融资渠道

目前科技型中小企业的筹资渠道主要有以下两类：一是企业自留资金的积累与民间朋友圈的投资，这属于是通过内源融资的方式来解决的；二是进行银行贷款等外源融资，银行贷款模式是大部分科技型中小企业外部筹资的首要选择。

2.1 内源融资 目前科技型中小企业在进行技术改进和能力提高时，资金来源主要是自留资金的积累与民间朋友圈的投资。……
